The Program
Australia’s Department of Foreign Affairs and Trade (DFAT) in the Philippines is currently developing the design of a new aid investment for Supporting Philippines Infrastructure Connectivity for Economic Development. The goal of the aid investment is to connect transport infrastructure at the national and regional levels to improve the efficiency of all value chains in the Philippines.
The investment intends to support infrastructure agencies such as the Department of Public Works and Highways and Department of Transportation and Communications, and agencies with oversight of the infrastructure sector, such as the Department of Budget and Management and the National Economic and Development Authority, improve their capacities in planning and executing infrastructure programs and projects in a more coordinated manner using Public Financial Management (PFM) as an entry point.
Coffey, as the managing contractor for PFMP, is currently seeking applications for a Political Economy Analyst.
The Position
The Political Economy Analyst will make an initial assessment of the political economy and the prevailing policy environment and legislative framework that affect the transport sector of the Philippines. The assessment will be with particular reference to the Department of Transport and Communications (DOTC) and the Department of Public Works and Highways (DPWH). The PEA will inform the design in terms of more realistic expectations of what can be achieved by, and the risks involved in, the proposed aid investment. The analysis will also identify where the main opportunities and barriers for policy reform may exist.
The Person
We are seeking a senior level analyst who has demonstrated experience in undertaking political economy analysis with knowledge of the Philippines Transport infrastructure sector including the review and revision of policy agenda, institutional arrangements and regulatory framework. The ideal candidate will have experience in working with key agencies and institutions concerned with the Philippines Transport Infrastructure sector, including national government agencies, local government units, private sector, NGOs, civil society and influential individuals.
