The Program
Australia’s Department of Foreign Affairs and Trade (DFAT) in the Philippines is currently developing the design of a new aid investment for Supporting Philippines Infrastructure Connectivity for Economic Development. The goal of the aid investment is to connect transport infrastructure at the national and regional levels to improve the efficiency of all value chains in the Philippines.
The investment intends to support infrastructure agencies such as the Department of Public Works and Highways (DPWH) and Department of Transportation and Communications (DOTC), and agencies with oversight of the infrastructure sector, such as the Department of Budget and Management and the National Economic and Development Authority, improve their capacities in planning and executing infrastructure programs and projects in a more coordinated manner using Public Financial Management as an entry point.
Coffey, as the managing contractor for PFMP, is currently seeking applications for a Safeguards Adviser.
The Position
The Safeguards Adviser will:
make an initial assessment of the Government’s existing policies, and regulations related to safeguards for cross cutting issues affected by development. The safeguard issues to be considered include the environment, social protection, gender, indigenous people, land acquisition, involuntary resettlement and others.
assess how the safeguards apply to the operations of DOTC and DPWH in the transport infrastructure sector, the way in which the policies and regulations are being applied by the agencies and the impact these policies and regulations has on their transport infrastructure sector activities.
Identify problems and constraints encountered by DOTC and DPWH in applying the Government’s safeguard policies and standards and suggest policy and regulatory reforms and institutional changes that would facilitate better compliance with safeguard policies.
assess the relationship of DOTC and DPWH with agencies like DENR who are responsible for ensuring compliance with the safeguard regulations.
The Person
We are seeking a senior Adviser who has previous experience in undertaking analysis of safeguard policies and regulations ideally in a Philippines context or with a demonstrated knowledge of the Philippines Transport infrastructure sector including the applicable safeguard policy agenda, institutional arrangements and regulatory framework.
The ideal candidate will have a strong knowledge of and experience with the application of safeguard policies by key agencies and institutions concerned with the Philippines Transport Infrastructure sector, including national government agencies, local government units, private sector, NGOs and civil society
