The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

As part of its portfolio of work, the Facility administers a fund to rapidly mobilise local and international experts to support the implementation of Fiji’s priority policies and reforms in agreed areas, including public sector performance, supporting Fiji’s stability, prosperity, and resilience to shocks.

The Position

The Whole of Government Human Resources Management Improvement System Implementation Adviser (the Adviser) will support the Ministry of Civil Service in an effective and smooth transition for civil servants during the full implementation of the HRMIS and payroll integration.

The Adviser will work with the HRMIS Steering Committee to monitor, further develop as required and implement a detailed plan to ensure the effective and smooth transition for civil servants and stakeholders throughout the implementation HRMIS. Other outputs include revisions to system documentation, business process maps, SOPs, checkilists and forms, HRMIS user guides and training documentation.

The Person

The successful candidate will have significant experience in change management, including advising senior management on risks and implementation requirements for major change, and in the development of service delivery standards. The candidate will also have strong interpersonal skills and the proven ability to quickly build and maintain strong relationships with people from varying backgrounds, levels and experience,

University qualifications and senior experience as a Human Resource Manager and Adviser with experience in the implementation of HRMIS in a large, multi-location organisation. is a requirement for this position.

This position is open to Fijian citizens and non-Fijian citizens already residing in Fiji.
