The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

As part of its portfolio of work, the Facility administers a fund to rapidly mobilise local and international experts to support the implementation of Fiji’s priority policies and reforms in agreed areas, including public sector performance, supporting Fiji’s stability, prosperity, and resilience to shocks.

The Position

The Program Manager - Public Sector and Governance (the PM) will have responsibility and oversight for the implementation of the fund. This will involve key elements of the establishment of the program, development of the annual work plan, providing advice on the alignment of resources with strategic objectives, and the monitoring and communication of results.

The PM will position this work to effectively draw linkages and contribute to other elements of work supported under the Facility (including health and education systems strengthening); and effectively contribute to the delivery of overarching goals.

The Person

The ideal candidate will bring experience managing, implementing and coordinating a dynamic program including developing budgets and managing finances and have experience in or in or understanding of public sector performance in Fiji. The individual will be able to confidently manage local and international technical advisers and build effective relationships with diverse senior level stakeholders in government ministries and donors. The candidate will be innovative, seek solutions and can contribute to the overall operation of the Facility.

Degree qualifications in government, social sciences, development studies, management or a related field is a requirement.

This position is open to Fijian citizens and non-Fijian citizens already residing in Fiji.
