The Program
The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
As part of its portfolio of work, the Facility administers a fund to rapidly mobilise local and international experts to support the implementation of Fiji’s priority policies and reforms in agreed areas, including public sector performance, supporting Fiji’s stability, prosperity, and resilience to shocks.
The Position
The Government Payroll Review Adviser (the Adviser) will work with key Ministry Staff in the Fijian Government and other technical Advisers to undertake a cost benefit analysis in the review of the current payroll system against the procurement of a new payroll system. The Adviser will identify the impact of the Central Payroll System on other Core Government Information Systems as well as report on progress and provide advice (including ad-hoc) advice and support to the Human Resource Management Information System HRMIS) Steering Committee and support the implementation of priorities identified by the Steering Committee.
The Person
The successful candidate will be a qualified specialist with a sound understanding of Core Systems, specifically payroll, and have well developed skills and experience in having reviewed systems previously.
In addition, the candidate will have strong interpersonal skills and the proven ability to quickly build and maintain strong relationships with people from varying backgrounds, levels and experience.
University qualifications and senior experience in information systems implementation, preferably with experience in the implementation of pay systems in a large, complex organisation is a requirement for this position.
This position is open to Fijian citizens and non-Fijian citizens already in Fiji.
