The Program

The Incentive Fund Phase 4 (IF4) aims to attract, identify and incentivise PNG organisations to expand the reach, coverage and quality of their contribution to service delivery and/or economic development in Papua New Guinea (PNG). Projects previously funded include the redevelopment of markets, schools, health aid posts, clinics and hospitals and the construction of marketplaces and bridges.

IF4 funding may be allocated to support activities in a range of sectors including but not limited to health; education, agriculture and rural development, WASH, climate change risk management, renewable energy and telecommunications.

Within these broad parameters, a minimum of:

  1. 80% of activities will support empowerment of women and girls;

  2. 20% of activities will support private sector investment; and

  3. 50% of activities will be allocated to infrastructure.

IF4 commenced mid-2015 and will disburse grants ranging in value from PGK 1million to PGK10million to - organisations throughout PNG. The current term of the Contract is to 30 June 2022.

The Position

The Infrastructure Project Manager will provide comprehensive infrastructure design, documentation, quality assurance and project management advice and support to eligible organisations when preparing grant applications and to partner organisations during the project management cycle.

The Person

The ideal candidate for this role will have tertiary qualifications in civil engineering, quantity surveying or architecture, with a strong knowledge in construction and land issues.

To be successful in this role, you will have at least three years of experience in design, building and the civil engineering industry in Papua New Guinea and have previous demonstrated experience in project management.

Demonstrated knowledge and experience in the design, implementation and management of multiple projects from small to large scale construction activities will be highly regarded as will experience in: estimation, project risk management, technical compliance, audit and value for money approaches. Experience in the specification of sustainable building technologies and materials and familiarity with key social inclusion concepts including gender equality, child protection, disability inclusion and social procurement practices is highly desirable.

We seek a self-driven and dynamic candidate with a strong work ethic and the ability to work across the public, private and civil society sectors and have exceptional inter-personal and communication skills for building and maintaining relationships with key stakeholders and service providers.
