The Program
The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
Australia is supporting Fiji’s health sector to respond to the health challenges they face through the Facility’s Health Program (the Health Program). The Health Program’s high-level objectives focus on:
- Better curative and preventative health services (e.g. service quality, Non-communicable Diseases (NCDs), communicable diseases and maternal & newborn services), and
- Strengthening health systems (e.g. planning, finance, workforce and information).
The Health Program’s support includes roughly AUD20m over 5 years through a mix of: a) advisers to the Ministry of Health and Medical Services (MHMS) to help enhance or develop initiatives, systems and processes; b) the purchase of equipment and key supplies; c) training support; d) MHMS led initiatives and innovations; and, e) CSO Grants.
The Health Program is designed to support the MHMS achieve the goals and objectives in its Strategic Plan and Annual Operational Plans and to remain flexible and responsive to emerging priorities and needs of the health sector.
The Position
Reporting to the Team Leader, the Deputy Team Leader will provide strategic and operational support to manage the delivery of Health program in partnership with the MHMS to achieve its goal and objectives, demonstrating high-quality results and sustainable impact.
The Deputy Team Leader will support the preparation of the Annual Work Plan; the planning, design, implementation and reporting of program activities; contract management, procurement, budget planning and management; staff performance management; proactive and effective risk management and ensuring compliance with DFAT and Facility policies and procedures.
In support to the Team Leader the DTL will also contribute to the relationships with the MHMS, DFAT and the range of stakeholders and partners for the program across Fiji and internationally.
The DTL will act as a champion of key cross-cutting themes for the Facility including gender equality, disability and social inclusion, climate change, emergency preparedness and response and civil society engagement by integrating these issues throughout the program activity design and implementation cycle.
The Person
The ideal candidate will bring senior management and leadership experience in international development including working on health systems strengthening, public health and primary health care programs in the Pacific or a developing country.They will have advanced project and financial management skills, demonstrated success in building strong relationships with stakeholders especially at senior levels from diverse backgrounds and cultures, as well as experience integrating child protection, gender equality, disability inclusion and/or climate change in program implementation.
