The Program

BEQUAL directly supports the education priorities of the Lao government described in the Ministry’s Education Sector Development Plan and is consistent with the strategic directions set out in Australia’s Education Delivery Strategy 2013-2018. BEQUAL is designed to be rolled out over 10 years, in three phases. The first phase, from 2015–2020 is working in the most educationally disadvantaged districts, to increase participation of disadvantaged children, improve learning environments and teacher quality.

BEQUAL’s key activities through to August 2020 will focus on assisting the MoES with the development and implementation of the national new curriculum for grades 1–5. This will include teacher development and intensified support at targeted districts with a focus on improving learning outcomes for girls and boys from disadvantaged groups. In addition, BEQUAL will assist MoES with general support for the roll out of the national curriculum for Grades 1 and 2 (up to August 2020) across all 18 provinces.

The Position

The Regional Delivery and Grants Manager is responsible for coordination and management of the sub-national implementation of the program, in partnership with relevant Ministry of Education and Sports (MOES) offices and departments at the sub-national level. This includes training and small grants delivery to support implementation of the revised primary curriculum (grades 1-2) to provincial and district education offices and schools, commencing with the grade 1 curriculum and teaching resources in 2019.

This position is responsible for the design, development and implementation of systems, processes and guidelines for the delivery of the national curriculum to all 18 provinces including intensified support for the 32 targeted districts. This involves monitoring and quality assurance with the provincial and district education offices (including measuring training effectiveness), small grants for those offices, distribution of support materials (text books, teacher guides and learning resources), and an induction program for new teachers. In activity implementation the program’s commitments to gender equality, disability and inclusion are addressed.

The Person

Together with qualifications in project management and a Degree in Education (or a related field), the ideal candidate will demonstrate significant experience implementing sub national activities and programs in a low resource setting using a partnership approach, and where commitments to child protection, gender equality and inclusion are meaningfully addressed.

You will have strong capability managing complex projects in different geographical locations and managing small grants with a focus on quality and fiduciary risk. Your experience will include managing activities within donor and contractor compliance systems.

Along with your effective communication, capacity building, coaching, facilitation and problem-solving skills, you will display sound knowledge of the development principals and commitment to doing no harm to the communities with which we work.

A Sound understanding of Lao education and development context, as well as Lao Government systems at provincial and district levels is highly desirable.
