The Program

Coffey has managed VESP since September 2013, with development partners of the Ministry of Education and Training (MoET), DFAT (Australia Aid) and MFAT (New Zealand Aid). Through VESP, targeted support is provided in five broad strategy areas of the current MoET Corporate Plan: in training and supporting teachers to implement new primary curriculum; strengthening early childhood education; engaging communities through school based management; improving infrastructure planning and management; and, improving the capacity of MoET to manage an effective, devolved education system.

Annual assessments by DFAT have consistently noted the strength of VESP collaboration, communication and responsiveness in working relationships with the Ministry and with DFAT, which needs to continue during VESP II. The existing VESP support to MoET comes to an end in January 2019, with assistance continuing through VESP II, a new program which is being designed and tendered during 2018.

The Australia Awards Vanuatu (AAV) is expected to form part of VESP II program design.

Coffey is seeking expressions of interest for this key and senior management position. The person will be on the Coffey VESP II bid, then (if successful) will lead this high performing program from 2019.

The Position

The Team Leader will have the professional and technical understanding to work closely with senior management in MoET and other key Vanuatu government agencies and provide strategic advice, management and leadership in implementing and coordinating VESP II. This position will facilitate the strategic direction of the program, aligning it with other Australian aid initiatives in Vanuatu and ensuring continued alignment to MoET objectives. The Team Leader will provide direction to a team of advisers and senior local staff in ways that strengthen and extend the professional development available to MoET leadership and managers. This key leadership role will ensure collaborative working relationships amongst stakeholders, supporting donor coordination and alignment of activities and ensuring the implementation of cross cutting issues across all program planning and activities.

The Person

We are seeking EOIs from people with substantial strategic leadership experience in complex development programs, cross-cultural teams and who have a focus on results. The person will have expertise in aligning with DFAT and government policies and understand the local political economy. Highly developed stakeholder engagement, communication and relationships management skills are required, with the ability to build consensus with national government agencies across the complex education environment.

Experience within the Pacific is highly desirable.
