The Program
The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
Australia’s Support to Fiji’s Education Sector program (the program) works in close partnership with the Ministry of Education, Heritage and Arts (MEHA) to enable all girls and boys to learn. It focuses on strengthening literacy and numeracy, inclusive education, MEHA HR capacity, Fiji Education Management Information System (FEMIS), and teacher preparation and development.
The Program contributes to the strategic priorities of MEHA that support quality learning and teaching through targeted support including demand driven technical assistance, grants to support analytics and partnerships.
The Position
The Team Leader (TL) is responsible for leading and managing the delivery of the program to achieve high quality and sustainable results to support MEHA’S strategic priorities and DFAT’s bi-lateral relationship with the Government of Fiji (GoF). This requires the TL to maintain highly effective working relationships with MEHA leadership and the DFAT team. The TL sets the strategic direction of the program in close collaboration with DFAT and MEHA and is responsible for planning and delivering the program through the full program life cycle.
The TL will be a member of the Facility’s Management Group (MG) and Facility Quality Group (FQG), will be a champion for cross-cutting themes and accountable for ensuring compliance with DFAT and the Facility/Coffey organisational and operational policies and procedures across the program.
The Person
The ideal candidate will have substantial demonstrated education expertise and experience in management of Education programs in developing countries, preferably in the Asia-Pacific region with a specific focus on education systems strengthening and capacity building. The successful candidate will also have proven experience in program management, including planning and implementation for results, leadership of teams of national and international staff of diverse backgrounds, financial management, reporting and work planning.
We seek an outstanding and highly motivated individual with excellent relationship management skills and broad experience liaising at a strategic level with governments and other donors, and leading and managing education development programs.
