The Programme

SUED is a £60 million, five-year programme supported by the British Government through the Department for International Development (DFID). The programme aims to support up to 10 fast growing municipalities to develop sustainable urban economic plans and attract investment for critical infrastructure and value chain projects.

The main programme objectives are to:

• Strengthen capacity at municipality level to plan better for urbanisation.
• Support policy and legislative changes to enable greater private sector led growth.
• Raise investment for critical bankable, climate-resilient infrastructure and value chain projects.
• Develop and test capacity at municipality level to maintain key activities after the programme ends.
• Create climate-resilient jobs.
• Improve rural links with larger markets that were previously difficult to access.
• Poise municipalities for climate-resilient and sustainable growth.

The implementing consortium is led by Coffey International Development, with various other subcontractor partners providing other services. Atkins Ltd. has been awarded the urban economic planning component. Subcontractors for three thematic areas (capacity building, investment climate, and investment attraction) will be selected in the coming months.

The Position

SUED is now inviting eligible national and international firms and individual consultants, to participate in the prequalification of a roster of capacity building specialists to be retained for a period of 24 months, without commitment. As the specifications of individual pieces of work become available, individuals/firms on the roster will be invited to bid for these pieces of work.

The programme is seeking firms and individual consultants with demonstrable experience of working with governments, either at national or sub-national levels. The consultants will have the qualifications, skills and expertise to undertake specific capacity development tasks in the following 10 selected municipalities in Kenya:

• Eldoret
• Isiolo
• Iten
• Kathwana
• Kerugoya
• Kisii
• Kitui
• Lamu
• Malindi
• Mandera

While working closely with SUED, the consultants will be required to engage potential beneficiaries and work with key decision makers at the municipality and county levels to design and deliver capacity building interventions to strengthen the knowledge and skills of the municipal board and other key stakeholders to realise the outputs of the urban economic plans and support the economic growth of the municipality. The capacity development interventions must be participatory and consultative.

The type of tasks to be undertaken include the following:

1. Undertake a needs assessment of one of the 10 municipalities to analyse the knowledge gaps and identify the opportunities and challenges for both the municipality and the staff in the targeted municipalities including the municipal board;
2. Formulate capacity building responses which will include the development of long-term strategies for continued learning and applied skills in the selected municipalities;
3. Roll-out and/or deliver capacity building programmes for planning, investment, value chain and municipal management in the municipality;
4. Support the evaluation of the changes in institutional performance resulting from the abovementioned interventions.

The capacity development tasks will also recognize the multiple dimensions needed to effectively achieve SUED’s objective i.e. relevant skills and abilities; governance, structures and processes; community capacity; gender and social inclusion; climate change, among others.

Those interested are required to provide the following information demonstrating their capabilities and availability of expertise:

1. Evidence of working with government at national or sub-national level, to include names and contacts of key persons to authenticate claim;
2. Summary statement indicating core competence of the individual or firm; (max 3 pages)
3. List, with short description, of similar assignments successfully completed in the last three (3) consecutive years; (max 3 pages)
4. Names and contact details of at least three (3) clients in respect of similar projects delivered in the last 3 years for reference checking purposes;
5. If the consultancy is a firm then provide names and CVs of key experts; (max 7 CVs, each up to 3 pages long); and
6. Any other detail which will enable SUED to assess the relevant experience of the individual or firm, such as: copy of tax compliance certificate, copy of the registration certificate, short company brochure, etc.
