The Programme

Coffey implements a multi-year project for the UK Foreign and Commonwealth Office (FCO) providing a diverse range of technical support to the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) and the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM) in South Sudan.

The Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) is established under Chapter VII of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS). The RJMEC is responsible for monitoring and overseeing implementation of the agreement and the mandate and tasks of the Reconstituted Transitional Government of National Unity (RTGoNU), including the adherence of the parties to the agreed timelines and implementation schedule.

The National Pre-Transitional Committee has just recently launched a new coordination structure within the R-ARCSS architecture – Humanitarian Coordination Unit. The precise nature of this Unit has yet to be firmly defined, but it will bring other Government actors (Ministry of Humanitarian Affairs and Relief and Rehabilitation Commission) with opposition actors (SPLM-IO and ROSS) to coordinate on humanitarian access constraints and issues.

The Senior Humanitarian Advisor to the RJMEC will play a key role in monitoring the role and output of this Unit, carefully building relationships with key parts of the international humanitarian community (particularly OCHA), as well as R-ARCSS institutions, and wider stakeholders.

The Position

The Humanitarian Adviser will report to the Deputy Chief of Staff (Strategy, Monitoring and Evaluation) and will manage the work of RJMEC in accordance with the humanitarian provisions stipulated predominately in Chapter III (but also to some extent Chapter II) of the R-ARCSS.

Among other tasks they will be expected to:

  • Follow up on progress of the implementation of Chapter III (and to a degree Chapter II) of the R-ARCSS on humanitarian assistance and reconstruction by the Revitalized Transitional Government of National Unity (RTGoNU).
  • Serve as the RJMEC primary liaison person to the RTGoNU on the humanitarian cluster and the pre-transitional and transitional institutions and mechanisms created by the Agreement. The Adviser will assess the humanitarian sector and compliance with the Agreement by the RTGoNU and by the pre-transitional and transitional Institutions and mechanisms; report on the work of these institutions and mechanisms to the RJMEC leadership; and identify needs for assistance to the institutions and mechanisms as appropriate.
  • Advise the RJMEC leadership, on challenges and deficiencies in the work of the pre-transitional and transitional institutions, and identifies opportunities for correction, where appropriate.
  • Contribute to reporting requirements of RJMEC to national and international interlocutors as provided for in Chapter VII of the R-ARCSS.
  • Contribute to development of RJMEC reports, policy, working papers and memoranda as required from time to time.
  • In coordination with the Chief of Staff and the Deputy Chiefs of Staff, liaise with international partners on relevant humanitarian issues, and collaborate with external subject matter experts and consultants, where necessary.
  • Assist the RJMEC Chairperson, Deputy Chairperson and the Chief of Staff with all other tasks, as required and assigned.

The duration of the contract will be up to 31 March 2020 with potential for annual renewal up until 31 March 2022. The Adviser will work on regular deployments to Juba, of rotations no longer than 8 weeks continuously. The pattern of deployments will be agreed between the Adviser, RJMEC and Coffey.

The Person

Required experience / qualifications

  • Must possess a minimum of a Bachelors degree from an accredited university in a related social science discipline.
  • At least five years of prior professional experience working on humanitarian issues, particularly in Africa
  • Demonstrated in-depth knowledge on humanitarian (particularly in relation to International Humanitarian Law) and governance issues in post-conflict settings.
  • Ability to rapidly and credibly build relationships with diverse stakeholder groups with different interests and incentives.
  • Proficiency in English, both written and spoken.
  • Ability to analyse conflict, institutional and humanitarian issues and present concise, practical proposals and recommendations.
  • Proficiency with personal computers and capable of using Microsoft Office products such as Word, PowerPoint, and Excel.

Preferred experience / qualifications

  • Experience of working in South Sudan or countries in the region (Ethiopia, Sudan, Uganda, Kenya)
  • Experience of monitoring and evaluation, particularly in relation to complex humanitarian issues and peace processes
  • Ability to advocate and provide policy advice within the context of peace monitoring.
  • Ability to apply and work within a system of strategic planning, results-based management and reporting.
  • Ability to provide professional advice on the formulation, implementation, monitoring and evaluation of humanitarian assistance and reconstruction programmes.
