Our portfolio of governance programmes covers a range of geographies and thematic areas – public sector reform in the Occupied Palestinian Territories (OPTs), reducing Gender-Based Violence in Malawi, local government development in Kenya and niche governance reforms in Morocco and Egypt through the FCO funded Technical Assistance Facility, which Coffey manages.
About the role
As part of our Governance, Security and Justice Practice, this role will focus primarily on the ‘Governance’ component of the practice – particularly in the areas of public sector reform, public financial management, anti-corruption, sub-national governance and transparency and accountability.
It will see you provide technical inputs to bids, manage the core elements of programme delivery (financial, narrative and milestone reporting, developing workplans, risk management, monitoring performance against logframe indictors) as well as taking on line management responsibilities and contributing to the financial and organisational objectives of the practice, including those relating to company policies, systems and procedures.
You will be line managed by one of the Senior Managers in the Practice.
The Governance, Security and Justice team is based in London, but you will be expected to allocate at least 40% of your time to travel overseas, often at short-notice and sometimes to conflict affected countries.
The main responsibilities of this role include:
- Managing projects in a timely fashion through structured work plans ensuring that teams operate effectively, assignments are implemented efficiently, and deliverables meet clients' expectations.
- Supporting new business development opportunities, including development of pursuits and written bid submissions
- Developing Theories of Change, Logframes, intervention strategies, implementation budgets and workplans and VfM strategies for bid proposals and new programmes
- Being up to speed with emerging academic and policy developments in the sphere of governance through regularly reading pertinent articles and published research
About you
To be successful in this role, you will have acquired solid technical knowledge in at least three of the five technical areas of governance highlighted above – public sector reform, public financial management, anti-corruption, sub-national governance and transparency and accountability.
Specifically:
- At least 5 years’ experience of managing the design and implementation of complex governance programmes for either a donor or a supplier;
- Expertise in the design and application of ‘Thinking and Working Politically’ approaches to programme management and delivery.
- Experience of conducting Political Economy Analysis to inform programme strategy and interventions.
- Experience of developing theories of change, logframes and monitoring and evaluation strategies to measure programme results.
- Expertise in programme budget development, management and implementation.
- Excellent written and communications skills.
- Strong client relationship and management skills.
- Experience of implementing adaptive governance programmes would be beneficial.
