The Program

BEQUAL supports the education priorities of the Government of Lao PDR and is aligned to Australia’s education strategy. Phase 1, from 2015–2020 aims to increase participation of disadvantaged children, improve learning environments and teacher quality. A key focus of BEQUAL has been assisting the MoES with the revision and implementation of the national primary curriculum. This includes the development of an aligned preservice curriculum, teacher development and providing additional support to targeted districts. BEQUAL is also assisting MoES with the nation-wide roll out of the national curriculum.

Grade 1 curriculum materials have been completed; grade 2 materials are due for completion by October 2019. Grade 3 curriculum materials development planning starts in November 2019. BEQUAL Phase 2 commences in September 2020 with a focus on Grade 3-5 primary curriculum development and implementation and the pre-service primary teacher training curriculum for Years 2-4.

Coffey, through BEQUAL, are now seeking applications for a Primary Development Curriculum Manager to join this significant and high performing education program.

The Position

The Primary Curriculum Development Manager, in partnership with MoES/RIES, is responsible for managing activities for the planning, development and design of curriculum materials and teaching resources.

This will be achieved by supporting and developing RIES’ curriculum writers’ and illustration teams’ capacity to develop curriculum materials and resources that are suitable for a low resource environment, gender sensitive, inclusive of children with disabilities and of disadvantaged groups and aligned with child protection principles.

The Primary Curriculum Development Manager is part of the BEQUAL management team and works closely with other BEQUAL managers and teams to ensure cohesion and coherence across curriculum development, design, production, training and implementation.

The Person

Combined with relevant professional experience in developing curricula, you will have tertiary qualifications in Education or a relevant discipline, and you will have demonstrated management experience in an education program in a developing country.

Coupled with your capacity addressing and integrating gender, inclusive education and child protection principles into curriculum materials, and your experience in capacity development approaches, you will demonstrate the ability to develop strong and sustainable working relationships with Senior Ministry officials.

An experienced manager, you will have managed teams of national and international education experts, including program activity and budget planning, and you will have worked in a multilingual and multicultural (ethnic) education context.

Previous working experience in South East Asia is highly desirable.
