The Program

BEQUAL directly supports education priorities of the Government of Lao PDR described in the Education Sector Development Plan 2016-2020 and is consistent with the strategic directions set out in the Australia-Lao Education Delivery Strategy 2013-2018. BEQUAL is designed to be rolled out over 10 years with the objective of improving learning outcomes with a focus on girls and boys from disadvantaged groups, improve learning environments and the quality of teaching. BEQUAL’s key activities through to the end of Phase 1 in August 2020, assist the Ministry of Education and Sports (MoES) with the development and implementation of the national primary curriculum for Grades 1 and 2 and a new pre-service curriculum for primary teachers. This includes the procurement and nation-wide distribution of curriculum materials, nation-wide training and awareness workshops for primary teachers and intensified support for schools in 32 targeted districts.

Coffey is seeking applications for this management position to continue supporting the implementation of this high performing program.

The Position

The Deputy Team Leader will support the Team Leader with the program implementation and will oversight the day to day implementation of program activities. S/he is responsible for project and performance management of the technical program delivery and integration of gender and social inclusion approaches, in line with DFAT requirements. This will include planning, managing and monitoring program inputs and managing long term and short term national and international technical experts; supporting technical teams with delivering program outputs and outcomes; and producing key deliverables to quality within the stated timeframes. At all times s/he will ensure full compliance at implementation with Lao legislation and DFAT and Coffey standards, policies, procedures and practices.

The Person

Coffey are seeking applications from candidates with substantial experience managing technical teams in large, complex and high performing development programs and cross-cultural teams. With a focus on planning and delivering against key milestones and deliverables, you will display highly developed project management, , communication and relationships management skills with the ability to plan, manage and monitor activities throughout the project management cycle. Together with an understanding of a complex education environment, the ideal candidiate will demonstrate commitment to gender equity, disability and social inclusion mainstreaming.

Previous experience in Lao PDR or South East Asia is highly desirable.
