The Program

BEQUAL directly supports education priorities of the Government of Laos described in the Education Sector Development Plan prepared by the Ministry of Education and Sports (MoES) and is aligned with the strategic directions set out in Australia’s Education Delivery Strategy 2013-2018. BEQUAL is designed to be implemented over a total of 10 years, in three distinct phases, Phase 1 will end in August 2020. BEQUAL’s program logic was revised in early 2018 and focuses on three intermediate outcomes – national curriculum, better teaching and support systems. In addition to supporting MoES with the development and implementation of the national primary curriculum (Grades 1-5) in 17 provinces and one municipality, BEQUAL will provide additional support to 32 educationally disadvantaged districts for supporting teachers with the implementation of the new curriculum to improve learning outcomes for children.

The Position

The Senior Adviser will be a member of BEQUAL’s Senior Management team, contributing significantly to the successful implementation of the program. S/he will work closely with the Team Leader to manage MoES relationships and provide inputs to strategy discussions. The Senior Adviser will represent BEQUAL in meetings with MoES and GoL at the central, province and district levels under the guidance of the Team Leader. The Senior Adviser will provide advice on BEQUAL’s strategies for assisting MoES with the development and implementation of key BEQUAL activities, including the new primary curriculum and teacher training support, at the national and sub-national levels.

The Person

The ideal candidate will have a Master level qualification in an appropriate field such as project management, public administration, education or similar and at least three years of relevant experience. You will have experience working with the Government of Lao PDR either at central, provincial or district level and have a good understanding of Government systems and processes. The successful candidate will also have experience working in a government relationship and project management role in an international organisation or development program.

Demonstrated ability to contribute to strategic discussions and develop succinct concept notes and strategy inputs in writing is essential. Capacity to work independently with a high level of initiative as well as the capacity to work as part of a team are essential. Along with excellent communication skills you will be fluent in Lao, including protocol and formal correspondence and demonstrate very good English language skills.
