Technical support to the South Sudan peace agreement

The Programme
Coffey implements a multi-year project for the UK Foreign and Commonwealth Office (FCO) providing a diverse range of technical support to the Joint Monitoring and Evaluation Commission (JMEC) and the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM) in South Sudan.
JMEC, was inaugurated in November 2015. Its remit, under the terms of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS) is to monitor and oversee all aspects of the implementation of the peace agreement.
With the recent signature of the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) this is a crucial time for the peace agreement and JMEC.
The Position
The Adviser will report to the JMEC leadership and will be involved in supporting JMEC in the implementation of the peace agreement by providing high quality advice on economic and financial management. The Adviser will have competence to monitor and evaluate the work of the pre-transitional and transitional institutions relevant to economic and financial management.
Amongst other tasks they will be expected to:
- Follow up the implementation of Chapter IV on economic and financial management (and other relevant areas) in the Agreement by the Transitional Government of National Unity.
- Advise the JMEC Leadership on challenges and deficiencies in the work of the Pre-Transitional and Transitional institutions on economic and financial management, draw synergies with other areas and identify opportunities for correction, where appropriate.
- Engage with key stakeholders including key IFI’s--IMF, World Bank and African Development Bank on the establishment of the Economic and Financial Management Authority (EFMA).
The duration of the contract will be up to 31 March 2019. The adviser will work on regular deployments to Juba, of no more than 8 weeks in Juba continuously. The pattern of deployments will be agreed between the adviser, JMEC and Coffey.
The Person
Key requirements:
• Experience working with and advising senior officials and government stakeholders
• Senior level experience in economic and financial management
• Technical expertise around development plans
• Understanding and experience working in fragile states, in the region/South Sudan preferable
• Experience of working in highly diverse teams.
