The Program
The Incentive Fund Phase 4 (IF4) aims to attract, identify and incentivise high performing organisations to expand the reach, coverage and quality of their contribution to service delivery and/or economic development in Papua New Guinea (PNG). Projects previously funded include the redevelopment of markets, schools, health aid posts, clinics and hospitals and the construction of marketplaces and bridges.
IF4 funding may be allocated to support activities in a range of sectors including but not limited to health; education, agriculture and rural development., WASH, climate change risk management, renewable energy and telecommunications.
Within these broad parameters, a minimum of:
80% will support empowerment of women and girls;
20% will support private sector investment; and
50% will be allocated to infrastructure.
IF4 commenced in July 2016 and manages Incentive Fund Agreements (IFAs) ranging in value from PGK1.0million to PGK10.0million to a diverse range of high performing Papua New Guinean organisations throughout PNG. Currently there are 12 ongoing IFAs under implementation by grantee organisations and oversighted by the program.
The Position
Reporting to the Deputy Team Leader for IF4, the Program Manager will provide program management support to the IF4 Proposal and Project Management Unit (PPMU) and the IF4 management team more broadly.
The Person
The ideal candidate for this key position will have substantial experience in project management to ensure delivery of projects within agreed financial and time constraints. Previous experience in project planning, budgeting, monitoring and reporting and an understanding of project risk management in a development context will be highly regarded.
We seek a self-driven and dynamic candidate with the ability to work with key stakeholders across the public, private and civil society sectors and have exceptional inter-personal and communication skills for building and maintaining relationships.
