The Program

The Incentive Fund Phase 4 (IF4) aims to attract, identify and incentivise high performing organisations to expand the reach, coverage and quality of their contribution to service delivery and/or economic development in Papua New Guinea (PNG). Projects previously funded include the redevelopment of markets, schools, health aid posts, clinics and hospitals and the construction of marketplaces and bridges.

IF4 funding may be allocated to support activities in a range of sectors including but not limited to health; education; transport; law and justice; governance and public administration; private sector development; agriculture and rural development.

Within these broad parameters, a minimum of:

  1. 50% will be allocated to infrastructure;
  2. 80% will support empowerment of women and girls; and
  3. 20% will support private sector investment.

IF4 commenced in July 2015 and disburses and manages Incentive Fund grants ranging in value from PGK1.0million to PGK10.0million to a diverse range of high performing Papua New Guinean organisations throughout PNG. Currently there are 13 ongoing grant projects under implementation by grantee organisations and oversighted by the program. The program also implements strategic projects on behalf of DFAT that will expand the reach, coverage and quality of service delivery and/or economic development in PNG, and other activities at DFAT’s discretion. Currently there are 6 ongoing strategic projects under implementation and managed by the program.

The Position

The Communications and Public Relations Manager will lead and manage the communications and public relations functions for IF4 and play a significant role in achieving the program’s public diplomacy objectives. The position is responsible for working with the Team Leader to develop, enhance and implement an effective communications and public diplomacy strategy and plan in accordance with the program’s goal, objectives and strategies. This includes internal and external communications, maintaining the IF4 website and social media platform, public promotions and events, partnership/organisational development, stakeholder and media liaison and ensuring alignment with DFAT’s requirements. As a leader in the IF4 team this role will help promote that eligible organisations achieving good performance can be rewarded through IF4 and then play a key role in reaching the required audience through various communication platforms.

The Person

The ideal candidate will have Tertiary qualifications in communications, marketing or public relations from a recognised university. Substantial communications experience, covering public relations, promotions and media, including in an international context, will be essential for this role. A proven ability to manage a team in a complex project management environment, work cross-culturally with a diverse range of stakeholders and experience with applying DFAT branding policy and procedures will be highly regarded. To ensure success, candidates will need to display excellent interpersonal skills combined with high level English language writing skills, particularly the ability to write for a variety of different audiences.
