The Program
The Australian Government has established the Fiji Program Support Facility (the Facility) to implement its education, health and scholarship aid programs in Fiji and its scholarship and education program in Tuvalu. The Facility will also support the delivery of Australia’s emergency response efforts following natural disasters, and governance sector support when requested by the Fiji Government.
Support to education in Tuvalu is an important component of the Facility. The focus of the support is on improved quality of learning for children, particularly in literacy and numeracy in years 1-4; increased access to Technical Vocational Skills Development (TVSD) as the second pathway to education; and improved functioning of the education system.
Coffey, through the Facility, is seeking applications for the key position of Monitoring and Evaluation (M&E) Adviser to join and this new program of support.
The Position The M&E Adviser will have overall responsibility for developing and implementing the monitoring, evaluation, learning and reporting requirements for the program and provide high quality M&E information to the Lead Education Adviser, DFAT and the Program Oversight Committee. The Adviser will support the Tuvalu Ministry of Education, Youth and Sports’ (MEYS) capacity and ability to manage data collection, analysis and reporting and will work collaboratively with all stakeholders to build understanding of the M&E approach for the program. The Adviser will develop tailored methods and tools to support effective implementation and reporting and will support the analysis of data from research studies to inform future directions for the program.
The Person The ideal candidate will be qualified in evaluation and will demonstrate practical experience developing and implementing monitoring systems and evaluation plans; ideally in basic education or other public service delivery sector. Experience and knowledge in program theory as well as experience developing fit-for-purpose methods and tools will be required. A strong ability to coach and mentor colleagues from different social or cultural background is required for success. Experience working in the Pacific is desirable.
