The Program

The Incentive Fund Phase 4 (IF4) aims to attract, identify and incentivise high performing Papua New Guinean organisations to expand the reach, coverage and quality of their contribution to service delivery and/or economic development in PNG. Projects previously funded include the redevelopment of markets, schools, health aid posts, bridges, training facilities, clinics and hospitals, and delivery of training.

Coffey, as the managing contractor for the Incentive Fund 4, is currently seeking applications for a Deputy Team Leader.

The Position

The Deputy Team Leader (DTL) reports to the IF4 Team Leader and plays a key role for the program representation and liaison with DFAT, GoPNG stakeholders and the broad range of PNG organisations that IF4 works with during project development, application assessment, IFA award and then oversight during the implementation of projects by the successful organisations.

The DTL supports the Team Leader across all-of-program operations including annual strategy development and planning, implementation, staff performance management, financial management and health safety and security. The DTL also acts as the Team Leader when required.

The Person

The ideal candidate for this key position will have relevant tertiary qualifications and proven management experience in a multi –disciplinary team environment that is focused on high quality implementation, program results, collaboration, transparent and accountable communications and problem solving.

Strong project management experience in the full cycle of activity design, planning, implementation, monitoring and reporting and a knowledge of grant awards management will be highly regarded.

We seek a self-driven and dynamic candidate with the ability to work across the public, private and civil society sectors and have strong inter-personal and communication skills for building and maintaining relationships with key stakeholders and service providers.
