The Program
The Australian Government has established the Fiji Program Support Facility (the Facility) to implement its education, health and scholarship aid programs in Fiji and its scholarship program in Tuvalu. The Facility will also support the delivery of Australia’s emergency response efforts following natural disasters, and governance sector support when requested by the Fiji Government.
Support to Fiji’s health sector is a key component of the Facility. The focus of the support is on strengthening health service delivery as well as health systems strengthening, in particular financial planning, policy and management.
Coffey, through the Facility, is seeking applications for a PEN Adviser to contribute to the health program’s goals.
The Position
The Ministry of Health and Medical Services (MoHMS) in Fiji is in the process of rolling out the WHO’s PEN model across the country. The PEN Adviser will support and work closely with colleagues including the national coordinator for the PEN model and clinical and public health managers to further strengthen the implementation of the PEN model at subdivisional hospitals and health centres around the country and to develop a Quality Improvement (QI) framework. Key responsibilities include:
- Conduct consultations with senior health staff working in the SOPD clinics and subdivisional hospitals and health centres to assess current status of PEN implementation and resource needs; and
- Develop a QI Framework for resourcing, strengthening implementation and scaling-up, monitoring and governance of the PEN model; including referrals and follow-up.
The Person The ideal candidate will have a degree in medicine, nursing, public health or related field from a recognised university; combined with considerable experience in clinical and public health with advanced knowledge of non-communicable diseases and its management, including application of the PEN Model. Previous experience in program planning and management as well as clinical service design and delivery in developing countries, with skills in supporting change, is required for success. Experience working with multiple stakeholders and mentoring and coaching professional colleagues from different social and cultural backgrounds will be required and experience in Fiji or another developing country is highly desirable.
