The Program

The Basic Education Quality and Access in Lao PDR (BEQUAL) is a ten-year program led by the Government of Lao and Australia, with support from the European Union. The program is a collaborative educational initiative aligned to the Ministry of Education and Sports’ (MoES) 2016-2020 Education Sector Development Plan and Australia’s Education Delivery Strategy 2013-18.

The goal of BEQUAL is to ensure more girls and boys, especially those experiencing disadvantage, complete a quality primary education, achieving literacy, numeracy and other relevant life skills. To do so, BEQUAL works with the most educationally disadvantaged districts, to increase participation of children, improve teaching quality and effectiveness and to better resource school learning environments. Technical implementation is managed by senior MoES personnel with advice and guidance by a team of 65 international and Lao technical advisers and operational staff working directly with Ministry personnel.

Coffey is seeking expressions of interest for this key senior management position to continue the leadership of this high performing program.

The Position

The Team Leader will work closely with senior management in the MoES and other key government agencies and will provide strategic advice, senior management and leadership in implementing and coordinating BEQUAL. This position will facilitate the strategic direction of the program, ensuring continued alignment to MoES objectives and will provide direction to a team of technical advisers. This key leadership role will also ensure collaborative working relationships amongst a diverse range of stakeholders, as well as supporting donor coordination and alignment of activities and ensuring the implementation of cross cutting development issues across all program activities.

The Person

We are seeking expressions of interest from candidates with substantial strategic leadership experience in leading complex development programs and cross-cultural teams with a focus on results; combined with expertise in government policy and political economy. Highly developed stakeholder engagement, communication and relationships management skills with the ability to build consensus and coordination across national government agencies and an understanding of a complex education environment. Previous experience in Lao PDR or South East Asia is highly desirable.
