Background
The Anti-Corruption Support to Sierra Leone programme aims to tackle both the petty corruption that citizens encounter on a daily basis and the grand corruption, which affects Sierra Leone’s progress out of poverty and the destruction caused by the civil war and Ebola. The programme is supported by DFID through Coffey International’s (Coffey) London office. One of the key components of this programme is the development of the Pay No Bribe (PNB) website and mobile application with the Anti-Corruption Commission (ACC) of Sierra Leone.
The PNB Campaign is a Government of Sierra Leone (GoSL) initiative, led by the Office of the Chief of Staff and the ACC, in coordination with relevant Ministries, Departments and Agencies (MDAs).
The PNB platform is an innovative reporting mechanism for citizens to anonymously report incidents of petty corruption and bribery. PNB is designed to collect real time evidence on bribery and corruption in five key service sectors: Education, Electricity, Health, Police and Water, and to provide a useful database on petty corruption and bribery trends to support the work of the ACC and feed into evidence-based policy decision making.
The programme is reaching the end of its inception period, and, following a successful Annual Review, will be moving into implementation in April 2017. The programme will then continue for a further 18 months until December 2018, by which time it will need to have achieved its key deliverables and handed over responsibility for the management of PNB to the ACC and wider GoSL stakeholders in a sustainable manner.

Role Overview
The Deputy Team Leader will support the Team Leader with the overall delivery of the programme in line with donor requirements. This will include supporting the Team Leader to manage an expanded core team and short term technical experts; overseeing the planning and implementation of operational activities; achieving key deliverables to quality within the stated timeframes; They will also be responsible for providing high quality logistical and administrative support to operations in Sierra Leone and for managing the human resources and contracts functions within the Project. They will oversee the strategic development of the human resources function of the programme, leading its implementation and ensuring standards, policies, procedures and practices are in compliance with Sierra Leonean legislation, Coffey and DFID policies.
Key Responsibilities / Accountabilities
Technical
- Support the Team Leader with overall programme delivery.
- Coordinate technical inputs at the Team Leaders discretion to ensure the successful delivery of interventions.
- Coordinate and oversee the work of the Finance and Administration Manager..
- Support the Team Leader in ensuring delivery and reviewing progress against work plans, contract milestones and logframe targets.
- In consultation with the Team Leader, maintain close working relations with resource partners.
- Deputise for the Team Leader when required.
- Draft and peer review team outputs and deliverables.
- Maximise value for money for the donor through efficient and effective management of the Programme.
- Locate and lead the set up and effective functioning of the new Freetown office.
- Oversee the management of the programme budget and supervise the activities of Finance Manager.
- Any other duties as may be required by the Programme Management Team..
Operations and logistics
- Ensure full and proper compliance against Coffey systems of management, compliance and control with regard to the following disciplines:
- Administration, which include facilities management; office management; human resources; and information technology.
- Logistics, which include procurement; fleet management; and assets management.
- Update the Operations Manual regularly and ensure compliance to country policies, contracts, procedures and other project processes, including Finance, HR, Health & Safety and IT processes.
- Ensure that the team complies with policies and processes outlined in the Operations Manual at all times.
- Lead the induction of new staff members and undertake regular refresher trainings of policies and processes to ensure compliance.
- Ensure the effective coordination of programme activities and events.
- Lead operational reporting for the programme, including contributing to donor’s reporting requirements.
- Oversee the provision of appropriate IT equipment and support.
- Oversee the provision of adequate security to programme staff and short term experts, particularly when undertaking field visits, and ensure that appropriate risk management procedures are in place.
Human resources and staff welfare
- Ensure all HR administrative functions are managed efficiently and effectively.
- Advise Coffey and the project team on regulation and policy issues such as employment and immigration issues, ensuring compliance.
- Lead in all staff recruitment and selection processes. This includes working alongside relevant Coffey staff and the Team Leader to develop recruitment materials, set timeframes and coordinate staff induction.
- Ensure that all staff members have clear Key Performance Indicators (KPIs), which will facilitate the monitoring of their performance.
- Co-ordinate and lead staff Mid-Year and Annual Review performance processes. This includes ensuring that managers and their direct reports are aware of their roles and responsibilities; developing the necessary templates and documentation; and setting up clear timelines.
- Ensure staff files are kept in accordance with data protection and confidentiality policies.
- Ensure team members are performing well as individuals and working effectively together to meet administrative/logistical objectives and programme support needs.
General requirements
- Adhere to all security advice from Coffey’s Risk Management Team.
- Adhere to Coffey’s International Policies and Procedures as outlined in the Operations Manual.
- Adhere to Coffey’s International Development’s behaviours: Ingenuity, Collaboration, Respect, Intelligent Risk, Integrity and Delivery.
- Submit all technical outputs for peer review prior to donor submission in accordance with Coffey International‘s quality assurance procedures.
- Report in advance possible resourcing decisions and/or any procurement to the Programme Manager to ensure all programme costs are properly supported within the budget.
- Engage in the activities of the Programme Management Team and contribute to the progression of the programme to ensure delivery of project outputs and outcomes in line with the log-frame.
- Undertake other activities reasonably requested by the Programme Manager, Programme Management Team, or by the donor for the successful accomplishment of the programme’s immediate objectives.
Special requirements
- Some travel and out of hours work may be required.
- Any other duties as may be required for the exigency of the programme.
Reporting requirements
- Any reasonable reporting tasks as may be required by the donor and the Coffey’s Programme Management Team. This includes contributing and ensuring that relevant operational and financial information are included in quarterly and annual reports, amongst other deliverables.
Skills, Qualifications, Experience and Competencies
Skills and Competencies
- Programme Delivery: must have prior experience of successfully implementing donor programmes, ideally related to governance and/or anti-corruption.
- Management Experience: must have prior experience of managing teams, including the management of short-term consultancy inputs, to deliver against key milestones and logframe targets.
- Financial Management Experience: must be comfortable running an office with minimal supervision, including the management of procurements, contracts and budgets.
Qualifications and Experience
- Senior management experience in a public or private sector institution in Sierra Leone with supervisory responsibilities.
- Work experience in donor-funded projects
- Financial management and proficiency. Proven experience in developing and analyzing budgets and resource mobilization is an added advantage
- A successful track record of bringing about sustainable, institutional reforms is an added advantage
Person specification
- A mature and confident individual with good interpersonal skills.
- Awareness and knowledge of the political context in Sierra Leone.
- Communication skills –must be able to communicate effectively, articulate their view (verbally and in writing) and actively listen to other points of view.
- Good organizational skills with a proven ability to supervise teams and to multi-task whilst prioritizing own work with minimum supervision.
- IT literacy – must be proficient in MS Office (Excel, Word and PowerPoint); familiarity with modern records management software applications is an added advantage. Familiarity with QuickBooks accounting package is desirable.
- Coaching and mentoring skills – must be able to demonstrate the ability to supervise and transfer knowledge to colleagues at all levels.
